For over 40 years, The Honorable James P. Rubin has been at the heart of global affairs—whether at the diplomatic table shaping and implementing U.S. foreign policy, at the head of a classroom training the next set of global leaders, or behind a microphone playing “explainer in chief” while breaking down complex international challenges for the masses.
From 2022 to early 2025, Rubin served as a senior strategist and adviser to U.S. Secretary of State Antony Blinken, advising on Russia’s invasion of Ukraine, rising tensions with China, and the crisis in Gaza following the October 7 Hamas attack on Israel. As Special Envoy and Coordinator of the Global Engagement Center, he led U.S. policy to counter disinformation warfare campaigns by Russia and China—making digital diplomacy part of our frontline defense.
Before that, he was Diplomatic Counsellor to the OECD’s Secretary General in Paris, helping navigate a world of shifting power dynamics and economic headwinds. Rubin’s career spans the Clinton administration, where he served as Assistant Secretary of State and top spokesman for U.S. Secretary of State Madeleine Albright.
